The EU's support for development cooperation must be clearly reflected in its budget. At present an annual average € 5.7 billion of the EU's development aid is either not included in the budget (support from countries in Africa, the Caribbean and Pacitic regions) or is identified under the heading "external relations" (support for countries in Asia, latin America and under the EU's neighbourhood policy. Eurostep Breifing Paper No. 40 calls for the EU's review of the budget to result in increased transparency, adherence to the provisions of the Lisbon Treaty, and for the European Development Fund to be incorporated into the budget.
