Regional Conference on Official Development Assistance (ODA) in Asia, July 25-27, 2007. “Building an Asian Peoples’ Agenda on Aid”. The 82 representatives of 69 civil society regional networks, organizations, and institutions in 15 countries in Asia came together as part of continuing advocacies to seek ways of building better lives for people, aware of the urgency of finding solutions to deepening poverty and widening deprivation in the region. The representatives stated their disappointment about the Paris Declaration which did not address major issues to ensure aid effectiveness such as aid conditionalities and the obligatory use of aid to the purchase of goods and services from the donor countries. In the Quezon City Declaration, civil society organizations call on donors to increase the grant portion of aid and make aid processes and decision-making transparent. The call is also directed to national governments to reject tied and enable civil society to meaningfully participate in national development planning and implementation. See declaration .
