What are the long-term objectives?
Specific objectives
Promotion and development of the web-based tool (intern)
Develop the terminology analysis
Build a mechanism for engaging member organisations in the constant tool update
List of experts on gender, HR (and eventually environment)
Indicators: website hits, list
Use of the tool for performing mainstreaming analysis of all documents produced and all actions undertaken (special attention on terminology) (staff, interns, reference groups, external experts/authors)
Indicators:
Participation of at least 30% women in meetings (both as participants and presentators)
Representative participation of stakeholders - in formulating and implementing the programme
Inclusion of women and women’s organisations in the monitoring programme
References to gender and human rights in all documents produced by Eurostep
Develop the structures for control and evaluation (secretariat)
Nominate a mainstreaming responsible in the secretariat who is to help performing the mainstreaming analysis (intern)
One criteria for approving a policy paper, statement, action proposal, report and the like is that this analysis has taken place (Director?)
Indicators: Same as above
Integration of environmental sustainability (or reformulate all the three core values to be considered as aspects of sustainable development) - on organisational level (own behaviour like energy consumption, material choices etc) and on policy level (when formulating programmes and policies) (intern)
Possible indicators could be for instance: reduction of energy consumption (office and travelling), use of environmentally sound products
Work with SAAPE to further develop the HR and gender approach - a process that should be integrated into the overall cooperation with Asia, but that could also be a specific project (intern?)
Integrated objectives in relation to other areas of the programme :
Monitoring
Inclusion of HR/gender material in the communication strategy
In the dialogue with civil society actors in the South gender sensitivity should be stressed and encouraged
Indicators:
The proportion of women participating in meetings (this must then be recorded!)
References to gender and human rights in the Civil Society Country Strategies
Trade
Stress the complementarity between human rights (and sustainable development) declarations and trade rules
Future of Europe
If it is recognised that gender equality is a basic feature of development, and that the poverty focus shall be maintained and two thirds of the people living in poverty are women, this should definitely be an integrated part of all EU external policies. Not just in development policy, but also in commercial policies, the CFSP and an eventual common defence policy. But in order to include this in the external policies, it should also be recognised as one of the fundamental objectives for the Union as such - in it’s basic chapters.
