Position Papers on Coherence The treaty of the European Union states that the Community shall take its development co-operation objectives into account in the setting and implementation of all policies that are likely to affect developing countries. This coherence article, which is not conditional, remains largely unimplemented. Eurostep is working to strengthen the article within the Treaty towards making its adherence an obligation. At the same Eurostep seeks the establishment of a mechanism within the Commission that will monitor the implementation of this coherence. Reflections will also be taking place about the role of the EU’s development co-operation policies and practices themselves. In this context the specific nature and contribution of the programme managed by the European Commission needs to be clarified. This not only needs to look at the EC’s policies and effective implementation, but also the way in which the EC programme relates to the individual bi-lateral programmes of EU Member States and their complementarity.
